I'm a Bolter living in France, my father lived in London with his family near Victoria station I think, but I don't think they actually originate from the London area. The name bolter can refer to runaway soldiers or horses, but it could also be linked to the universe of locksmiths, from what i've been told. I don't know if it helps. Will see if my dad can tell me anything more.
